CDA Cancels NOC of Famous Housing Scheme in Islamabad
The Capital Development Authority (CDA) has officially cancelled the Layout Plan (LOP) and No Objection Certificate (NOC) of the Islamabad Gardens Housing Scheme, located in Sector E-11, Islamabad. The decision was conveyed through a formal letter issued by the CDA’s Directorate of Housing Societies, Planning Wing, addressed to the President of the Multi Professionals Co-operative Housing Society. The authority stated that the cancellation followed multiple warnings and communications issued between 2011 and 2025. According to CDA records, the Islamabad Gardens scheme was originally approved on June 10, 2005, over an area of 811 kanals, subject to specific conditions. The approved land distribution included residential, commercial, institutional, and open-space allocations. The society was permitted to develop under strict compliance with planning and development regulations, but the CDA noted that the developers repeatedly violated these conditions. The authority cited several violations, including unauthorized land-use changes, encroachments, failure to develop essential infrastructure, and non-compliance with planning standards. Despite repeated reminders and notices over the years, the society failed to rectify the irregularities or submit progress reports to the Planning Wing. The CDA also observed that portions of the scheme were being marketed and sold without proper verification or approval, misleading the public. In its cancellation order, the CDA emphasized that the Layout Plan and NOC now stand withdrawn, and any development or sale of plots under the name Islamabad Gardens will be deemed illegal and unauthorized. The authority cautioned citizens to avoid transactions with the housing society and advised residents and potential buyers to verify all projects directly through the CDA’s official website or the Directorate of Housing Societies. The letter further noted that the decision followed a comprehensive review and multiple field inspections, which confirmed non-conforming developments and violations of the approved layout plan. The CDA clarified that despite multiple opportunities for compliance, the society failed to meet regulatory obligations, leaving the authority no choice but to revoke its approvals. The CDA added that this cancellation is part of a broader initiative to ensure planned and regulated urban development in Islamabad, vowing to continue strict enforcement actions against unauthorized housing schemes and developers involved in misleading the public or undermining the integrity of the city’s master plan.
