The Federal Government allocated Rs. 61.12 billion to the Higher Education Commission (HEC) for the implementation of 159 development projects across public sector universities and HEC itself, according to the Economic Survey 2024-25.
Of the total Rs 61.115 billion allocation, the government authorized the full amount—100 percent—for use in the current fiscal year.
As of April 2025, HEC released Rs 32.6 billion to support development projects at universities and higher education institutions.
The funding will support 138 ongoing and 21 new development projects, targeting improvements in research facilities, academic infrastructure, and technology access. During the current financial year, 26 projects are scheduled for completion, with funding for 18 of these projects already finalized.
This allocation included Rs 12 billion specifically earmarked for the Prime Minister’s Laptop Scheme.
Meanwhile, Rs 9 billion has been retained for the PM’s Laptop Scheme, which aims to enhance digital access and learning opportunities for students nationwide.
