Govt Eyes Dissolving NAPHDA And Putting Low-Income Housing Units At Risk
The future of the Naya Pakistan Housing Development Authority (NAPHDA) hangs in the balance as the government moves toward its potential dissolution. The possible closure of this flagship institution has triggered widespread concern among citizens, stakeholders, and housing rights advocates. Established in 2020, NAPHDA has played a pivotal role in providing affordable housing for low and middle-income families across Pakistan. The overwhelming public response, with more than 2 million applications submitted, reflects the high demand for accessible housing solutions. To date, the Authority has completed the construction of over 62,000 housing units, with an additional 122,000 units currently under construction in key urban centers including Lahore, Sargodha, Chiniot, Nowshera, and Raiwind. Under the umbrella of the Naya Pakistan Housing Program, 125,507 applicants sought housing loans worth Rs. 514 billion between 2020 and June 2022 through the Mera Pakistan Mera Ghar scheme. Of this, Rs. 236 billion in loans were approved, and Rs. 120 billion disbursed, facilitating the construction of 31,391 homes by beneficiaries. Through its collaborative efforts with both public and private sector partners, NAPHDA has successfully handed over 59,368 housing units to eligible applicants. All beneficiaries were selected through a transparent, merit-based process designed specifically to uplift low-income families. Beyond its core mandate of housing development, NAPHDA has also been a key driver of economic activity, particularly in the construction and allied industries, creating thousands of jobs and stimulating growth in related sectors. The Authority was envisioned as a sustainable, long-term solution to Pakistan’s urban housing deficit and infrastructure challenges. Its achievements are now in jeopardy as the current government has decided to dissolve the institution.
