Sultan Ali Allana, a prominent leader in Pakistan’s banking sector, has achieved a historic milestone by becoming the first Pakistani to receive the esteemed Nishan-e-Khidmat. President Asif Ali Zardari conferred the award in acknowledgment of Allana’s remarkable four decades of dedicated service to the nation.
Mr. Sultan Ali Allana began his career at Citi Bank in 1985, rising to Head of the Local Corporate Group. He later co-founded Global Securities and played a key role in drafting the Microfinance Institutions Ordinance of 2001. As Chairman of HBL Microfinance Bank, Pakistan’s first microfinance institution, his success led to his appointment as HBL’s head in 2004 after its privatization. Over the past 20 years, he has emphasized the factors behind HBL’s growth.
At the organizational level, Sultan Ali Allana prioritized staff empowerment through performance-based pay and merit-based promotions. He actively promoted female employment, increasing representation from 2% in FY2005 to 6% the same year. Emphasizing digital innovation, he introduced the Konnect platform, expanding financial inclusion by bringing more customers into the banking sector. Combined with a strong focus on customer service, these efforts grew HBL’s customer base from over 3 million in 2003 to more than 37 million by 2024.
He also highlighted the success of HBL Microfinance bank which had made it easy and quick to grant loans to poor segment within 24 hours. The bank has also increased the loan to female to 30 percent since it started. He also discussed HBL Zarai Services which was launched earlier in 2024. It has catered to 3.5 million farmers since its inception. It’s role has been to purchase crops from farmers enabling them to increase their earnings and also help eliminate the middlemen who have been exploiting the farmers by charging them lower prices. Moreso, it also provides agricultural machinery to farmers on cost basis helping to improve their productivity.

His late uncle, Ghulam Ali Allana, a close associate and biographer of Quaid-e-Azam Mohammad Ali Jinnah, played a key role in the Pakistan Movement.
