Corporate Tax Retainership & SRB Compliance in Karachi: Sindh Revenue Board Compliances

Karachi’s Corporate Environment: High-Stakes Tax Jurisdiction

Karachi is the banking and corporate epicenter of Pakistan, contributing over 55% of the country’s total direct and indirect tax revenues. Commercial entities in Karachi are subject to vigorous oversight by the Sindh Revenue Board (SRB) for services and the Federal Board of Revenue (FBR) via Large Taxpayers Office (LTO) Karachi, Medium Taxpayers Office (MTO) Karachi, and multiple Corporate Regional Tax Offices (CTO/RTOs).

A single compliance oversight—such as missing an SRB withholding certificate or failing to reconcile sales tax between federal and provincial declarations—can lead to frozen bank accounts under Section 140 of the Income Tax Ordinance or Section 66 of the Sindh Sales Tax on Services Act.

Sindh Revenue Board (SRB) Regulatory Framework

The Sindh Sales Tax on Services Act, 2011 applies to services provided, rendered, or initiated in the Province of Sindh:

  • Standard SRB Rate: Generally 13% to 15% across major taxable services under the Second Schedule (telecom, financial services, port terminal operations, stevedoring, security services, IT consultancy, advertising).
  • Sindh Sales Tax Special Procedure (Withholding) Rules, 2014: Every company, recipient of advertisement, financial institution, and public sector entity operating in Karachi is an appointed Withholding Agent. Withholding agents must deduct prescribed sales tax from vendor invoices and deposit it by the 15th of the following month, followed by the electronic return by the 18th.
  • Dual Filing Reconciliation: Karachi corporations often bill clients both for supply of goods (FBR 18%) and installation/commissioning services (SRB 13%). Segregating and invoicing these contracts accurately is legally vital to avoid double-tax assessments by both authorities on the same turnover.
