Import & Export Business Setup in Karachi: WeBOC, Pakistan Single Window (PSW) & Customs Clearance

Karachi: Pakistan’s Maritime Trade Gateway

Handling over 90% of Pakistan’s international seaborne container cargo through Karachi Port Trust (KPT) and Port Muhammad Bin Qasim (PQ), Karachi is the trading and commercial capital of Pakistan. Launching an import or export business requires a seamless bridge between banking, customs administration, and tax authorities.

Modern cross-border trade in Pakistan is governed digitally through the Pakistan Single Window (PSW) and the Web Based One Customs (WeBOC) system, connecting the Ministry of Commerce, Pakistan Customs, the State Bank of Pakistan (SBP), and the Federal Board of Revenue.

Essential Statutory Registrations for Importers & Exporters

  1. Corporate NTN & Sales Tax Registration (STRN): The entity must possess an active NTN and Sales Tax Registration Number with FBR, specifically categorized as an "Importer" and/or "Exporter".
  2. Karachi Chamber of Commerce & Industry (KCCI) Membership: Mandatory enrollment with KCCI (Aiwan-e-Tijarat Road) under the Trade Organizations Act 2013 to obtain trade validation and certificate of origin.
  3. Pakistan Single Window (PSW) Subscription: Digital user registration on www.psw.gov.pk, verified via NADRA biometric verification and linked with an authorized dealer bank.
  4. WeBOC User ID Issuance: Issued by the WeBOC User ID section at Custom House Karachi after physical biometric enrollment, bank financial soundness certificate verification, and premises site inspection.

Master Import & Customs Compliance Matrix

Milestone / Requirement Governing Statute / Office Key Conditions & Rules Risk / Penalty if Defaulted
Goods Declaration (GD) Filing Customs Act, 1969 (Section 79) File import GD electronically on WeBOC within 10 days of cargo arrival at KPT/Qasim terminal. Heavy container demurrage and shipping line detention charges.
Customs Valuation & Assessment Section 25 / Valuation Rulings Valuation according to transaction value or applicable Directorate General of Customs Valuation Ruling. Misdeclaration notices under Section 32; confiscation and fine.
Advance Income Tax (Sec 148) Income Tax Ord. 2001 (12th Sched.) Commercial Importers: 5.5% to 11% tax; Industrial Undertakings: 1% to 2% concessionary rate. Working capital blockage if misclassified as commercial importer.
Sales Tax at Import (Sec 3) Sales Tax Act, 1990 Standard 18% sales tax plus 3% value-addition tax under Twelfth Schedule for commercial importers. Adjustable against output tax for registered filers.
SBP Form-E / Electronic I-Form Foreign Exchange Reg. Act, 1947 Mandatory Electronic Import Form (EIF) and Electronic Export Form (EEF) approval by commercial bank before GD filing. Consignment blocked at terminal gateway without valid EIF/EEF.

Section 148 Advance Tax Optimization: Industrial vs Commercial

One of the largest legal pitfalls for Karachi importers is paying punitive advance income tax under Section 148. Commercial importers pay steep advance income tax rates that are treated as minimum tax. In contrast, businesses structured as Industrial Undertakings enjoy significantly lower rates (1% to 2%) that are adjustable against annual corporate income tax liability. Structuring your corporate objects and facility appropriately through Javid Law Associates saves millions in working capital.
