CDA Begins Testing E-Stamp System for Land Record Digitization

The Capital Development Authority has started formal testing of its new e-stamp system, marking a major step toward the full digitization of land records in Islamabad. Chairman Muhammad Ali Randhawa reviewed progress at a high-level meeting attended by ICT administration and CDA officials, while the Punjab Land Records Authority joined through Zoom. Officials briefed the meeting that most stages of the Islamabad e-stamp platform have been completed under the ICT PLRA agreement. Software development is finished, and testing has begun, with the system linked to One Link in its initial phase. Non-judicial e-stamp papers will be launched first in Islamabad, followed by judicial e-stamp papers. The meeting also reviewed the wider digitisation drive across ICT and CDA. Officials reported that land record digitisation has been completed in twenty-four mouzas, while work on the remaining eleven mouzas is nearing completion. Scanning of all records under the CDA Estate Wing is done, and scanning of Building Control records is in progress. Once scanning is finished, full digitisation and structured integration of land records will move ahead. A new mobile application giving citizens direct access to their land records has also been developed. The system is designed to make property verification, transfers, mutations and sale purchase processes more transparent and secure, offering the public a modern and efficient digital service. Chairman CDA and Chief Commissioner Islamabad Muhammad Ali Randhawa said the initiative supports the federal government’s Digital Islamabad vision and will contribute to a cashless economy. He said secure land records, digital governance and improved service delivery remain top priorities and that all available resources are being used to provide citizen-friendly services in the capital.
