The Capital Development Authority (CDA) has scrapped the revised layout plan of the CBR Employees Housing Scheme (CBR-EHS) located in Zone-5, Islamabad, in compliance with a ruling by the Islamabad High Court (IHC).
The move follows the court’s decision declaring the 2023 layout plan illegal and without lawful authority.
According to a public notice issued by the CDA Directorate of Housing Societies, the IHC, in its August 4, 2025, judgment, on Writ Petition No. 4043/2024 (Muhammad Anwar Ch. and others vs CDA), set aside the revised plan that had been approved by the CDA on March 21, 2023.
The court directed the civic body to restore the original layout plan of CBR-EHS Phase-1, which was previously sanctioned on February 24, 2007.
In its verdict, the court underscored that no amenity plots, green belts, or public utility areas may be converted for residential or commercial use in violation of planning laws. It also instructed the CDA to protect residents’ rights and ensure transparency in all future development activities within the housing scheme.
Following the court’s directives, the CDA has formally withdrawn the revised and extended layout plan and reinstated the 2007 master plan. The authority clarified that any development beyond the approved area will be treated as illegal and unauthorized.
The CBR Housing Society has been instructed to submit a fresh layout plan for its extended area within ten days of the notice’s issuance. Failure to comply, the notice warns, will invite legal and punitive action against the society for unauthorized expansion or construction outside the approved limits.
