The Capital Development Authority (CDA) has issued a show cause notice to the Civilian Employees Cooperative Housing Society (CECHS) for alleged illegal development on 585 kanals of land in Zone-5 without a required Layout Plan (LOP) or No Objection Certificate (NOC).
CDA directed CECHS to immediately halt all works, marketing, sales, allotments, and plot transfers.
The authority also ordered the demolition and removal of illegal structures within ten days, calling the current operations unlawful under existing regulations.
The society is accused of launching development, marketing, sales, and allotments in Soan Garden, Block H-Extension in violation of the CDA Ordinance 1960 and Islamabad’s zoning rules.
The notice references April 2025 Islamabad High Court orders that no plot allotments may exceed the approved LOP.
It stressed that conversion of street or plot numbers after allotment is not permitted, and societies cannot include clauses allowing such changes.
CECHS has been given seven days for a personal hearing to present its defense. The CDA warned that non-compliance would lead to strict legal action: demolition, sealing of society offices, blocking access, and referral to NAB or FIA.
CDA also reserved the right to recover enforcement costs from responsible parties.
The show cause notice was issued under instructions from the CDA’s Member Planning & Design, and appears on the CDA’s public notices registry
