CDA Launches Action Against Housing Societies for Overselling Files

The Capital Development Authority (CDA) has initiated action against housing societies involved in selling more files than the land available, marking a significant step toward curbing fraud in Islamabad’s real estate sector. It marks one of the strongest actions yet to curb widespread fraud in Islamabad’s real estate market. Roshan Pakistan Housing Society, located in sectors E-16 and E-17, has become the first target of the new campaign. CDA teams sealed their office after discovering that the society had been issuing excess files and failing to deliver on development commitments. Officials said the society had been under scrutiny for years. Its layout plan was cancelled earlier due to serious discrepancies and non-compliance with approved standards. The CDA had also revoked the No Objection Certificate in 2017 after the scheme failed to meet its 2011 development deadline. Despite losing its NOC, the society continued to operate and many buyers even constructed homes. Residents say they still lack basic civic facilities, including proper roads, drainage and street lighting. Complaints have risen sharply as homeowners struggle with deteriorating living conditions despite having made full payments years ago. The CDA noted that these shortcomings represent clear violations of commitments made by the developer to both the authority and buyers. Officials added that selling excess files is a major source of fraud in the sector and exposes thousands of citizens to financial loss. In June 2025, the CDA issued a final warning to the society’s management demanding an immediate correction of violations. The authority has also urged the public to avoid investing in schemes operating without valid approvals. CDA officials say the crackdown will now expand to other housing societies involved in similar practices to restore accountability and safeguard consumer interests in the capital’s real estate market.
