Revenue officers working under the Capital Development Authority have protested against alleged pressure to unlawfully approve land files linked to an influential district administration officer ahead of the planned e-balloting for sectors D-13 and E-13.
The dispute surfaced after revenue staff refused to approve certain files that they said violated prescribed rules and procedures. The officers reportedly boycotted an internal meeting in protest, saying they would not carry out any illegal approvals.
Sources told ProPakistani that the Deputy Director Land and Rehabilitation of the CDA had called a meeting of subordinate revenue officers and staff and allegedly directed them to approve specific files at the request of a senior district administration officer. The officers rejected the demand, stating that it was against institutional rules.
Following the boycott, the Deputy Director General reportedly issued show cause notices to patwaris for non-compliance. The move has further escalated tensions within the authority, with revenue staff maintaining that they acted to safeguard the integrity of official procedures.
Sources have also raised serious allegations regarding the e-balloting process itself. It has been claimed that the balloting has effectively already been carried out, with specific plots identified in advance and money allegedly collected from applicants before the official draw.
According to these claims, amounts were allegedly charged as advance payments, including Rs. 1.5 million for main road plots, Rs. 1 million for plots on 70-foot roads, and Rs. 600,000 for ordinary plots.
The CDA is scheduled to conduct the e-balloting for sectors D-13 and E-13 on Monday, December 22. The allegations of advance payments, pressure on revenue staff, and internal resistance have raised questions about transparency and governance in the run-up to the balloting process. No official response has so far been issued by the CDA regarding the allegations.
