The Capital Development Authority has exposed a major fraud involving bogus allotments of farmhouses valued at more than Rs. 3 billion.
Officials confirmed that land records were manipulated to unlawfully expand 50 kanals into 500 kanals before securing court decrees in favour of the applicants. CDA officials and staff allegedly inflated victims’ land claims by adding an extra zero, converting 50 kanals into 500, to fraudulently secure plot allotments.
According to CDA officials, five farmhouses on Main Murree Road were allotted on the basis of suspicious decrees.
The plots include numbers 38, 40, 59, 66 and 66 A. The case triggered concerns of collusion among certain lawyers and officials of the CDA Law Directorate, prompting DG Law Directorate Naeem Akbar Dar to intervene.
The inquiry found that official records had been altered to facilitate the fraudulent allotments. After receiving a written complaint, the CDA chairman ordered a review, which confirmed manipulation of land documents and coordinated efforts to obtain favourable court orders.
Following the confirmation of tampering, the DG Law Directorate succeeded in getting all fraudulent decrees cancelled. Officials say the bogus allotments could have caused huge financial losses to the authority if not intercepted in time.
A two-member fact-finding committee has now been formed, comprising Deputy Director General Resources Humaira Arshad and Director State and Management II Shakeel Ahmed.
The committee will also examine the role of Aslam Jamil as well as former Assistant Director Land Irfan Ahmed, who earlier recorded a statement against the CDA in court, raising further suspicion.
The CDA has directed the committee to complete its preliminary investigation within three days.
Officials said strict action will be taken against all involved as part of a broader push to curb fraud and protect government land from illegal encroachments and document manipulation.
