Pakistan’s cement exports fell sharply by 26.53% year-on-year in November 2025, dropping to 590,183 tons from 803,258 tons a year earlier, according to data from the All Pakistan Cement Manufacturers Association.
The decline marks the third consecutive month of falling exports, with shipments contracting 23% in October and 15% in September.
The drop in exports was particularly pronounced for north-based mills, which recorded almost zero overseas shipments in November due to the closure of the Pakistan-Afghanistan border since late October. Exports from southern mills also declined, falling 7.08% to 590,021 tons from 634,993 tons in November 2024.
In contrast, domestic cement dispatches in November 2025 rose 2.23% to 3.549 million tons, up from 3.472 million tons in the same month last year. Total cement sales, however, slipped 3.16% to 4.14 million tons from 4.275 million tons a year earlier.
North-based mills supplied 3.019 million tons domestically, a 6.27% increase from 2.841 million tons last year, while south-based mills sold 530,637 tons locally, down 15.92% from 631,086 tons in November 2024.
For the first five months of the current fiscal year, total cement dispatches (domestic and exports) reached 21.445 million tons, up 11.54% from 19.226 million tons in the same period last year. Domestic sales during July-November 2025 climbed 14.71% to 17.435 million tons, while exports remained nearly flat at 4.009 million tons compared to 4.027 million tons a year earlier.
Total dispatches by north-based mills rose 14.31% to 15.579 million tons in the first five months of FY2025-26, while southern mills saw a 4.79% increase to 5.865 million tons.
A spokesman for the cement manufacturers’ association said, “We can achieve growth provided the government gives concessions on duties and taxes that will ultimately benefit the end-consumer. Time and again, we have requested the government to frame industry-friendly policies to reduce the cost of business, thereby making our cement competitive in regional and global markets.”
