The Directorate General of Customs Valuation Karachi has revised the customs values of uncoated offset paper used for writing, printing and photocopying.
The development follows persistent demands from industry stakeholders who argued that previous valuations were outdated and inconsistent with global prices.
The development marks the first major update to these valuations since September 2023, when the earlier ruling was issued under Section 25A of the Customs Act, 1969.
Stakeholders had approached the directorate requesting immediate revision, noting that international wood free and photocopy paper prices had dropped significantly.
In response, the Directorate General initiated a fresh valuation exercise, issuing hearing notices and conducting detailed consultations with importers and the All Pakistan Paper Merchants Association.
The association stressed that the old ruling, being more than two years old, no longer reflected prevailing trade conditions and that declared import values were aligned with actual transaction prices.
Customs authorities carried out a comprehensive analysis of 90 days of import data and reviewed documents submitted by importers.
A supplier wise database was developed to map transaction values and product specifications, enabling a clearer understanding of pricing patterns and variations across different categories.
Officials stated that while some importer claims were not supported by evidence, the overall market data and international publications such as RISI confirmed that global prices had indeed shifted.
The directorate shared all relevant data with stakeholders to ensure transparency and invited additional feedback or clarification.
Market surveys, online sources and international price bulletins were also examined. Based on this multilayered assessment, new customs values have now been determined under Section 25 of the Customs Act.
The valuation ruling states that the updated values are fair, transparent and in line with current international market trends.
