ECC Okays Payment Settlement With OGDC, SNGPL, Nuclear Power Plants
The Economic Coordination Committee (ECC) of the federal cabinet has approved key reforms to rationalize tariffs and streamline payments within Pakistan’s power sector. The Power Division proposed payment adjustments for nuclear power plants, government-owned generation plants, and energy companies including OGDCL and SNGPL. The ECC endorsed the agreed framework among the concerned entities for settling outstanding dues and waiving specific financial claims to support fiscal balance and tariff rationalization. The Committee also reviewed a summary from the Ministry of Maritime Affairs concerning the terms of engagement for utilizing the Pakistan International Bulk Terminal (PIBT) at Port Qasim to handle and export copper-gold commodities, minerals, metals, and other natural resources. However, the proposal was deferred, with the ECC directing the ministry to resubmit it after consulting relevant stakeholders and developing a clearer framework. Separately, the ECC approved a Technical Supplementary Grant (TSG) of Rs. 960.27 million for the payment of salaries to the transferred staff of the Pakistan Public Works Department (Pak PWD) for the ongoing quarter. The Committee instructed the Capital Development Authority (CDA) to submit a detailed report by December outlining its plan for the staff from October 2025 to June 2026. In another decision, the ECC approved a proposal from the Petroleum Division for the allocation and pricing of gas from the Mari Field to fertilizer plants. The measure aims to ensure a steady and affordable fertilizer supply on a structural basis to support the agriculture sector. The meeting was chaired by the Finance Minister and attended by Federal Ministers for Power, Petroleum, National Food Security, and Commerce, along with senior officials from relevant ministries and regulatory bodies.
