Hamad Ali Mansoor Appointed New CEO of Engineering Development Board
The Prime Minister has approved the appointment of Hamad Ali Mansoor as the new Chief Executive Officer of the Engineering Development Board (EDB) for a three-year term. The appointment was made on MP-I scale, according to a notification issued by the Establishment Division. Mr. Mansoor brings over three decades of international experience in industrial policy, project development, and economic reform. Trained in North America, he has worked extensively on large-scale projects across manufacturing, renewable energy, and sustainable infrastructure. He holds a degree in Mechanical Engineering and an MBA from the Schulich School of Business, York University, Toronto, which is consistently ranked among the world’s top business schools. His background combines technical expertise with strategic management and fiscal governance. Mr. Mansoor has been a key figure in formulating industrial and environmental policies aimed at strengthening competitiveness, boosting renewable energy use, and attracting global climate finance exceeding USD 1 billion. Before joining EDB, he also advised on feasibility and financial plans for projects in agri-value chains, renewable power, and advanced manufacturing, promoting integration between private investment and national development goals. He has also led consulting assignments in North America, focusing on strategic management for industrial, logistics, and technology sectors. His expertise includes corporate sustainability models, Balanced Scorecard frameworks, and PPP-based accountability systems that align profitability with social and environmental responsibility. Under his leadership, the EDB is expected to focus on industrial modernization, localization of key manufacturing sectors, and export competitiveness. The board has recently undertaken key initiatives, including the 10-year indigenization plan for the power sector, local manufacturing of transformers and cables, and support for automotive and electric-vehicle development under the government’s industrial policy framework..
